This is due to the fact that the Luminace sliders do not lower the saturation as the selected color, or colors, are made lighter or darker. Unfortunately these Luminance sliders have not made it to Adobe Photoshop Elements 6. We can however still adjust the luminance of selected colors in Photoshop Elements with a simple workaround.
